School choice advocates have racked up state legislative victories in recent years so extensive that the results speak for themselves. At the beginning of 2020, there were education savings account (ESA) programs operating in only five states, while approximately a dozen states offered parents access to private school vouchers. As of the start of 2025, there are now more than 30 states offering ESAs, education vouchers, and other school choice programs like tax credit scholarships.

As most state legislatures convene new sessions, the historic expansion of school choice in the U.S. that has taken place in recent years is poised to continue in 2025. While most of the recent legislative victories for school choice proponents have occurred in GOP-led states, there are still a number of large, red states, including the most populous red state, where families still lack school choice.

During the last legislative session in 2023, a bill to create an ESA program in Texas passed out of the Senate but stalled in the Texas House. During the subsequent 2024 primaries and general election, more than a dozen members of the Texas House who blocked the 2023 ESA bill were replaced by candidates who campaigned on their support for school choice, with most of them endorsed by Governor Greg Abbott (R-Texas). Thanks in large part to Governor Abbotts efforts to get more supporters of school choice elected to the statehouse in 2024, Abbott and others are confident the votes are now there to enact school choice in Texas this year.

A Republican senator has introduced a bill to eliminate the Department of Education, which was one of President Donald Trumps campaign promises.

The bill aims to end the Department of Education, and redistribute federal programs to other existing departments. But the biggest change would be allocating K12 education money directly to the states via block grants.

The bill, Returning Education to Our States Act, was introduced by Senator Mike Rounds of South Dakota. In a press release, he said The federal Department of Education has never educated a single student, and its long past time to end this bureaucratic Department that causes more harm than good.

In a world filled with uncertainty, one thing that Americas schools can bank on is fewer students to go around. As a Bellwether analysis released earlier this month explained, birth rates are down 14% over the past decade, and that already means shrinking enrollment in Americas elementary and middle schools, with declines coming soon in high schools, too. We have too many school buildings for too few students. Some campuses are going to have to close.

Ample research makes clear that forcing students to switch schools can be traumatic and even harmful, especially if they end up attending lower-performing campuses. Yet closing an underenrolled school is beneficial when displaced students land in better alternatives. And of course, the primary purpose of most closures isnt just to help this generation of students. It ensures that future generations of children are well-served, too.

In the face of enrollment declines that wont reverse for decadesif evercommon sense suggests that schools that are both underenrolled and underperforming should be the first to close.

Think of it s a flipped system, something like receiving notice of a pre-approved mortgage. Heres how it works in most states that have introduced the program. A student first creates and posts a profile, including information like grades, test scores, and other college-relevant information. Participating colleges then evaluate those profiles and extend admission offers without requiring students to go through the hassle of obtaining letters of recommendation, writing an essay, and filling out application forms.

Childrens attitudes to learning has become a focus for intervention in schools over the last decade, most notably the growth mindset approach popularized by Stanford psychology professor Carol Dweck.
