Los Angeles Unified School Districts superintendent and board members condemned the raids and arrests of undocumented immigrants on Monday during a press conference at the districts headquarters in downtown L.A. Meanwhile, 7 miles away, another raid was unfolding next to a high school, creating new tension and apprehension.

Around 8:30 a.m., videos posted on social media platforms showed what appeared to be immigration agents chasing and arresting day laborers by the citys Home Depot, which sits behind and in sight of Huntington Park High School.

Simultaneously, a graduation ceremony for a local elementary school was taking place in the high schools auditorium. Many people online began speculating that the ceremony might be the target of an immigration raid. It wasnt, but the fear was real.

In the coming days, Gov. Gavin Newsom is expected to confirm his commitment to place a state school construction bond on the November ballot.

What he hasnt committed to yet but must decide in the next 10 days is whether to reform a method of sharing state matching money that has long favored property-rich districts over their property-poor neighbors.

Along with a June 27 deadline to write ballot language, Newsom and legislative leaders face the threat of a lawsuit challenging the legality of the present system that ignores vast inequalities in districts ability to upgrade and repair schools. The public interest law firm Public Advocates filed its warning, a 21-page demand letter, with state officials in February. Public Advocates is calling for a new method that shares more state bond proceeds with districts that need more help. Their proposal focuses only on repairing and renovating facilities, not new construction.

Second-grade teacher Jacob Willis has worked in the San Diego Unified School District in different roles since he graduated from high school in 2016. Now, he is one of hundreds of California teachers waiting to see if they will still have a job when campuses reopen next school year.

Declining enrollment, expiring federal funds for Covid relief, plus a proposed state budget with no new money for education made school leaders in 100 of Californias 1,000 school districts nervous enough about balancing their districts budgets to issue layoff notices to 1,900 teachers 16 times more than the 124 that were issued last spring, according to the California Teachers Association.

State law requires that districts send pink slips by March 15 to any teacher who could potentially be laid off by the end of the school year. Although many of the layoff notices are withdrawn by May 15 the last day final layoff notices can be given to tenured teachers the practice is criticized by many for being demoralizing to teachers and disruptive to school systems.

An underused, little-known public school choice program allowing students to enroll in other districts that open their borders has been reauthorized six times in the past 30 years. Under a bill winding its way through the Legislature, it would become permanent, with revised rules.

Under the District of Choice program, districts announce how many seats they make available to nonresident students by the fall of the preceding year, and parents must apply by Jan. 1. By statute, enrollment is open to any family that applies, without restrictions and with a lottery if applications are oversubscribed. The program bans considering academic or athletic ability or, if an applicant is a student with special needs, the cost of educating a student.

With enrollments dropping statewideand projected to continuedistricts could view District of Choice as a strategy to stem the decline and bolster revenue that new students would bring. But few districts have seized the option. At most, 50 districts out of nearly 1,000, mostly rural or suburban and small, have signed on. That number, in turn, has restricted the openings for families; fewer than 10,000 students annually have transferred through the program about 0.2% of Californias students, according to an evaluation of the program by the Legislative Analysts Office in 2021.

West Contra Costa Unified School Districts school psychologist internship program once flourished. The district recruited from substantial applicant pools from local universities and provided a strong start for beginning school psychologists entering the workforce, often retaining them after the internships ended.

Now, however, in the years since the onset of the COVID-19 pandemic, WCCUSD is struggling to recruit interns and fill vacant school psychologist positions. This means psychologists, considered essential pieces of school environments, are carrying larger case loads and working longer hours, leading to burnout.

WCCUSD, like other districts across the state, is no stranger to staff shortages the district started the 2023-24 academic year with more than 200 special education paraprofessional vacancies. The shortages have persisted, and on Jan. 31, Public Advocates, a nonprofit civil rights law firm, filed three complaints with the district, alleging some schools failed to provide students with qualified teachers because of problems related to staffing shortages.
