By the time many Colorado kids who attend school four days a week graduate high school, their education is cut two years short.

It鈥檚 a math problem driven by a state funding problem that creates many more problems, according to Philip Qualman, the superintendent of Eagle County School District.

Qualman calculates it like this: Students enrolled in districts that run on four-day school weeks are in school under 160 days per year, with some down to 150 days, compared with the 180 days many of their peers across the country attend school. Those students are in school 30 fewer days, which adds up to six weeks in a single school year. Over the span of a student鈥檚 time in grades K-12, that shaves about two years off the total time they spend in school.

A new K5 school in Pueblo, referred to as Colorado鈥檚 鈥渇irst public Christian school鈥 by its founders and authorizer, is at the center of a debate over whether its students qualify for public funding.

School officials from the 2-month-old Riverstone Academy say their students are owed state funding under protections in the U.S. Constitution while state education officials argue that allocating dollars to a school with religious teachings would violate both the state and U.S. Constitution.

Riverstone Academy, where more than 30 children attend kindergarten through fifth grade, is authorized by Education ReEnvisioned BOCES, or Board of Cooperative Educational Service, and operated by Pueblo nonprofit Forging Education, which runs a network of religious private schools and home-school enrichment programs.

When Emily Murphy鈥檚 husband finished his physician鈥檚 residency in Fort Collins, he wanted to practice medicine at a community hospital in a rural setting. Murphy agreed, with one stipulation.

An educator with a project-based learning and restorative-practice background, she wanted to work in a small school with that model. The stars aligned, and Emily found work at Pagosa Peak Open School, a tuition-free charter prioritizing project-based learning to develop 鈥渂rave and experienced lifelong learners who contribute to our evolving world.鈥

The Murphys were happy to settle in Pagosa Springs, which has a year-round population of around 1,700 and a median household income of about $80,000.

One after another, parents, teachers and even elementary schoolers stepped up to a microphone in the auditorium of Poudre High School on Tuesday evening to voice messages that were sometimes sharp, other times articulated through tears, about widespread fears around plans to close schools.

Their audience: Poudre School District R-1 board members and Superintendent Brian Kingsley, who listened as speakers, many of them clad in 鈥渞ed for ed,鈥 demanded they take more time to decide how to consolidate schools, expressed how central their neighborhood schools have become to their families and accused a panel of leaders of pitting school communities against one another.

A bipartisan group of Colorado lawmakers is trying to change the way Colorado funds its schools by increasing funding for students with greater learning needs, including students living in poverty, those learning English and students with disabilities.

The shift, proposed in legislation introduced Thursday afternoon, marks momentum in redesigning how the state distributes dollars to public schools after about 30 years of using the same formula. Lawmakers say the changes are long overdue.

鈥淭his is a day that I would describe as one filled with hope for the students of Colorado, for a new formula,鈥 Senate Minority Leader Paul Lundeen, a Monument Republican who is one of the main sponsors of the bill, said during a news conference Thursday afternoon. 鈥淔or too long, the formula has been focused on institutions and not about the unique natures of the students who show up on the doorsteps of our schools and whom we seek to serve.鈥

Colorado鈥檚 student count across all 178 school districts has plummeted to its lowest point in a decade, with the state tallying 1,800 fewer students last fall than in 2022, according to data released Wednesday morning by the state education department.

The most recent dip 鈥 a 0.2% decline 鈥 is not as dramatic as the hit enrollment took during the last school year, when the state reported a drop of 3,253 students, a 0.37% decrease from the year before. But it accelerates a trend of dwindling school populations that emerged across much of the state and country during the pandemic and is poised to reshape how schools operate.

Enrollment in preschool through 12th grade totaled 881,464 students during the state鈥檚 annual count in October, with the biggest enrollment drops among its youngest students. The number of kids in preschool, kindergarten and first grade fell by 3,691 kids from 2022 after those same grades experienced a similar decrease the previous school year, state data shows.
