School districts also report that federal agents have been staging for their enforcement activities in school parking lots, and federal agents have detained and pepper sprayed people on school grounds.

Rochester Public Schools is formalizing guidelines crafted last fall aimed at helping transgender and gender-nonconforming students navigate school.

Last week, the school board said it would write the guidelines into district procedure, essentially codifying what up until now was advice to school administrators on everything from using preferred student pronouns at school to providing comfortable changing rooms and bathrooms for kids.

The move comes as the U.S Department of Education releases updates to Title IX, a federal regulation that prohibits discrimination on the basis of sex in education programs and activities.

After 20 years of shrinking enrollment, Minneapolis and St. Paul schools face a reckoning /article/after-20-years-of-shrinking-enrollment-minneapolis-and-st-paul-schools-face-a-reckoning/ Tue, 19 Mar 2024 10:42:28 +0000 /?p=160314 The Minneapolis district has seen its enrollment drop by nearly 20,000 students since 2000-01. In St. Paul in the last five years, enrollment has fallen by more than 5,000 students and the district, which is the second-largest in Minnesota, currently enrolls 60% of the school-aged children who live in the city.

As Minnesota schools set their budgets for the upcoming academic year, many are facing shortfalls. Districts say the deficits are triggered by inflation, costs associated with new legislative requirements and a looming fiscal cliff as pandemic funds are set to expire in September.

In Minneapolis and St. Paul, though, plunging enrollment over decades has created a much deeper problem. Minnesotas school funding system is based on a per-pupil formula, which means when kids choose to learn elsewhere, the thousands of dollars in state and federal funds that go with them, is spent elsewhere.

Minneapolis school board members on Tuesday will meet to talk about how to close a $110 million deficit. Its a situation that makes it extremely difficult to cut costs fast enough as kids leave and dont come back.

The shutdown seemed like a fun one-off, a few bonus days home to start the spring. School buildings were supposed to reopen on March 30.

We were all like, Yeah! We get an extra break, said Rae, who as an eighth grader was in her first year at Red Wing High School. We were so excited to have like a few extra days to be out of school Yay! We get to completely play hooky!

Morris Area Schools jumped on the electric school bus early. They were among the first schools to apply for an electric school bus grant program run by the Minnesota Pollution Control Agency in 2020.

The fuel savings are a benefit, the buses are not as noisy, and they align with the community-wide focus on clean energy, Superintendent Shane Monson said.

The buses require additional driver training because the electric vehicles accelerate and brake differently from a bus with an internal combustion engine. The electric buses cant be used on out-of-town trips for extra-curricular activities because of limited charging options in rural areas, said Monson.
