A couple who sued Des Moines Public Schools for failing to prevent their son’s bullying have settled their case for $30,000.

Raven Lee and Robert Gullion, saying their son, then a student at Phillips Elementary, was repeatedly bullied by a classmate, culminating in his being shoved against playground equipment in October 2021 hard enough to suffer a collapsed lung and other serious internal injuries. Teachers at the school allegedly failed to take steps to prevent the ongoing bullying, and downplayed the severity of their son’s injuries.

After pushback to her original plan, Gov. Kim Reynolds has rolled out a revised version of her bill to overhaul Iowa’s Area Education Agencies, which oversee special education services in schools.

The legislation lays out several of the governors education priorities entering the 2024 legislative session, which she first announced as part of her annual Condition of the State address on Jan. 9, including exercising more state control over the AEAs and boosting teacher pay.

It’s Reynolds’ latest attempt to make widespread changes to Iowa’s K-12 schools after leading passage of a law last year allowing families access to taxpayer-funded savings accounts to pay private school costs.

Des Moines Public Schools has increased security after a teacher’s joke last week about forcing students “to be gay” went viral on social media, prompting a barrage of complaints and threats.

The post featured a district employee posing in front of what appears to be a large mirror in a classroom with the caption “Every day is another opportunity to force kids in public schools to be gay.”

“Because of harassment and even threats triggered because of an employees social media post, we have had to increase our public safety presence at a school and notify law enforcement,” said Phil Roeder, the district’s spokesperson.

Job candidates with criminal records are no longer automatically barred from working for the Des Moines Public School District following a change in hiring practices recommended by new Superintendent Ian Roberts.

The shift which Roberts discussed during a public forum Sunday affords officials at Iowa’s largest and most diverse school district another tool in reaching its longtime goal of diversifying its staff, top administrators say.

“I believe that people are so much better than the worst thing they’ve ever done,” Roberts said at the forum, prompting applause. “I have overturned at least five or six decisions around not hiring individuals based on something in their background because they have an opportunity not only for them to be redeemed, but for them to add value to the students that we are serving.”
