The Alaska Senate is planning to set aside around $15 million in its draft budget in extra school funding. Thats because the federal government says state funding was not adequate for the highest-need schools during the COVID-19 pandemic.

The 2021 American Rescue Plan Act gave over $125 billion to schools across the nation to help cover pandemic-related costs. As a condition of receiving $359 million in federal aid, Alaska agreed not to cut state funding to its highest-need schools in excess of school cuts made statewide.

Last month, the state was told it owed almost $30 million to four school districts because those reductions had effectively taken place. After a recent recalculation, the federal government said the state owes roughly $17.5 million to four districts.

The U.S. Department of Education this week designated Alaska as a high-risk grantee because it said the state failed to fairly distribute COVID-19 relief to school districts.

The 2021 American Rescue Plan Act gave over $125 billion to schools across the nation to help cover pandemic-related costs. A March 27 letter from the U.S. Department of Education says that as a condition of receiving $359 million in federal COVID funding, Alaska is required to give $30 million to the highest-need schools in four districts.

The Alaska Department of Education said it disputes that claim in the strongest possible terms. According to a March 22 letter, the state says it has already complied with federal requirements and that it doesnt believe it needs to give out additional funding to districts.

Gov. Mike Dunleavy on Thursday night vetoed a bipartisan education bill that contained the largest nominal school funding increase in state history.

While I support the basic idea of education funding reform, this bill fails to address the innovations necessary to allow Alaskan students to excel, Dunleavy said in his veto statement.

The veto came just hours before a midnight deadline to veto the bill, and after days of speculation about how the governor would act on a measure that was billed as a compromise between progressive lawmakers who sought a larger funding increase than what was eventually included in the bill and more conservative legislators.

The Anchorage Assembly and School Board this week are set to consider a joint resolution that calls for an increase in state education funding, warning of imminent cuts to teacher and staff positions after years of nearly flat state funding and a looming budget deficit.

The Anchorage School Board may be forced to eliminate approximately 650 educators, paraprofessionals, and key support staff in May 2024 unless Legislative action is taken, the resolution says.

ASDs commitment to providing all students an equal and adequate opportunity to achieve to the States curriculum and performance standards is now at unprecedented risk, it says.
